OPENING REMARKS OF THE DEPUTY PERMANENT SECRETARY MINISTRY OF HOME AFFAIRS, AMBASSADOR HASSAN YAHYA SIMBA, TO THE LAUNCHING CEREMONY OF CRRF IN TANZANIA AT JULIUS NYERERE INTERNATIONAL CONVENTION CENTRE DAR ES SALAAM ON 02ND JUNE 2017.

Distinguished guests, Ladies and Gentlemen,
 
On behalf of the Ministry of Home Affairs, I sincerely wish to welcome you all to this very important event, which will mark the Official Launching of the United Nations “Comprehensive Refugee Response Framework” The CRRF!
I wish to thank also the tremendous efforts and intellectual resources which have been put by the Joint preparation committee of The Ministry of Home Affairs and UNHCR Country Office, for making this event possible.
In the same tone, I wish to sincerely commend Honorable Regional Commissioners for Kagera, Kigoma, and Tabora and the Regional Administrative Secretary for Katavi, for making a marathon journey by road, from our West and North West regions, which are also home to the biggest population of Refugees and Migrants, in our country to attend this event, so as to register their collaboration and respect to this Joint United Nations and Government of Tanzania milestone collaboration and cooperation in the wellbeing of now the Global people of concern, (the Refugees)
Honorable Chairperson,
Looking at this strong gathering today, I am proud to tell all of you here today that we are practicing one of the key aspects envisaged in the Declaration of the Comprehensive Refugee Response Framework, which was endorsed by the New York Leaders’ Summit on the 20th September, 2016.
Honorable Deputy Minister, and Distinguished guests here present, I wish here to quote paragraph seven of the New York Declaration which bring perfect sense to this milestone gathering, which says: I quote,
“Large movements of refugees and migrants have political, economic, social, developmental, humanitarian and human rights ramifications, which cross all borders. These are global phenomena that call for global approaches and global solutions. No one State can manage such movements on its own. Neighboring or transit countries, mostly developing countries, are disproportionately affected. Their capacities have been severely stretched in many cases, affecting their own social and economic cohesion and development. In addition, protracted refugee crises are now commonplace, with long-term repercussions for those involved and for their host countries and communities. Greater international cooperation is needed to assist host countries and communities”.
I am grateful that all of us here today, will have an opportunity to hear from well tailored presentations from our principle speakers from the Government of Tanzania, as well as the UNHCR, to be culminated by the Climax address by Hon. Deputy Minister of Home Affairs, when He will Officially announce the Launching of CRRF in Tanzania, at the end of our meeting.
 
 
We the Ministry of Home Affairs on behalf of the Government of Tanzania, in collaboration with the United Nations High Commissioner for Refugees Country Office, have put together these efforts to be able to call you all so that we can witness the Official Launching of CRRF in Tanzania, and interpret the central goal of this Comprehensive Global approach to address the new perspective of looking at refugee hosting as an opportunity to contribute to our Nation’s economic growth and development to both refugees and Host communities. We do this taking into serious consideration that we are amongst the Six Pilot countries in Africa, that have been selected for piloting the rolling out  of CRRF activities.
Tanzania as one of east African countries, has a history of receiving asylum seekers and hosting refugees since her independence in 1961. These refugees have been mainly from neighboring countries including from Burundi, The Democratic Republic of Congo, and the Horn of Africa countries. Currently Tanzania is home to about 340,000 refugees, hosted in three Refugee camps of Nyarugusu (for Congolese and Burundians), Nduta and Mtendeli for Burundians. All these camps are in Kigoma region western of Tanzania.
Distinguished Guests, as we are here today for the Official Launching of CRRF, we have in hand the tasks of implementing the Local Integration of the Newly Naturalized Tanzanians; Providing Durable solutions for the remaining 1972 Burundian refugees emanating from the Old Settlements of Katumba, Mishamo and Ulyankulu, who are still in Tanzania; as well as continuing providing asylum, and hosting the New influx of refugees from Burundi and the DRC.
As Tanzania stands by her commitments as stipulated during the Leaders’’ Summit, we are also set to collaborate with the International Community to share the burdens and responsibility in a comprehensive and progressive manner.
Distinguished guests, with this few remarks, May I now say this meeting is opened and wish you all a very interactive discussion and remarkable results.
