Objective

To provide expertise and services on human resources management and administrative matters to the Ministry.

Functions

This Division will perform the following functions: -

(i) To provide advice on administrative and human resources matters

(ii) To provide strategic inputs on Administration and Human Resources Management issues such as recruitment, human resources development and training, promotion, discipline, retention, motivation, performance management and welfare;

(iii) To ensure optimal, efficient and effective management and utilization of human resources in the Ministry;

(iv) To collect, analyze, store and disseminate data and information related to human resource development plans

(vi) To provide a link between the Ministry and the President’s Office Public Service Management on operationalization of the Public Service Management and Employment Policy and relevant Public Service Acts;

(vii) To ensure optimal, efficient and effective management and utilization of human resources in the Office;

(viii) To provide all management services and organization development; and

(ix) To oversee employer’s welfare.

The Division will be led by the Director and will comprise two (2) sections as follows: -

(i) Human Resource Management Section; and

(ii) Administration Section.

Objective

To provide expertise and services in policy formulation, implementation, monitoring and evaluation.

Functions

This Division will perform the following functions: -

(i) To coordinate preparation of ministerial policies and monitor their implementation and carry out their impact assessments;

(ii) To analyse policies from other sectors and advise accordingly;

(iii) To coordinate preparations and implementations of Ministerial plans and budgets

(iv) To carry out monitoring and evaluation of the Ministry’s plans and budgets and prepare performance reports;

(v) To carry out research, assessments and evaluation of ministerial plans and provide a basis for making informed decisions on the future direction of the Ministry.

(vi) To encourage and facilitate the provision of services by the Private Sector in the Ministry.

(vii) To coordinate preparations of Ministerial contributions to the Budget Speech and Annual Economic Report.

(viii) To institutionalise strategic planning; budget; and monitoring and evaluation skills in the Ministry.

(ix) To be a custodian and coordinator of Ministerial statistics; and

(x) To ensure that Ministerial plans and budgets are integrated into the Government budgeting process.

This Division will be led by the Director and will comprise two (2) Sections as follows: -

a) Policy and Planning Section; and

b) Monitoring and Evaluation Section.

Objective

To provide legal expertise and services expertise to the Ministry.

Functions

This Division will perform the following functions: -

(i) Provide Legal services and assistance to the Ministry, Divisions, Units and entities within the Ministry on interpretation of laws, terms of contracts, terms of agreements, privatization agreement, procurement contracts, guarantees, letters of undertaking, memoranda of understanding, consultancy agreement and any other legal documents;

(ii) Prepare drafts of legal documents;

(iii) Liaise with AG’s Office and CPD on matters concerning enactment of Laws affecting the operations of the Ministry; and

(iv) Make proposals for amendment of various laws

This Unit will be led by the Director.

Objective

To undertake registration of Societies.

Functions

This Division will perform the following functions: -

(i) Register societies in accordance with regulations;

(ii) Collect, store and disseminate data relating to registration of societies;

(iii) Give legal opinion and advice on the improvement of service provision;

(iv) Settle disputes arising from registered societies; and

(v) Prosecute and make follow up of cases in Courts of Law and courts decisions, maintain and update data base on courts decisions and ensure safe custody.

This Unit will be led by the Registrar

Objective

To provide expertise and services in procurement, storage and supply of goods and services for the Ministry.

Functions

This Division will perform the following functions: -

(i) Advise the Management on matters pertaining to the procurement of goods and services and logistics management;

(ii) Monitor adherence to procurement process and procedures as per Public Procurement Act;

(iii) Develop an annual procurement Plan for the Ministry;

(iv) Procure, maintain and manage supplies, materials and services to support the logistical requirements of the Ministry;

(v) Maintain and monitor distribution of office supplies and materials;

(vi) Maintain and update inventory of goods, supplies and materials;

(vii) Provide Secretariat services to the Tender Board as per Public Procurement Act;

(viii) Set specifications/standards for goods and services procured and monitor adherence to them to ensure value for money; and

(ix) Prepare action plan, progress reports and budgets for the Unit. The Unit will be led by the Director.

Objective

To provide expertise and services on application of ICT to the Ministry.

Functions

This Division will perform the following functions: -

(i) Implement ICT and e-government policies;

(ii) Develop and coordinate management of integrated management information system;

(iii) Ensure that hardware and software are well maintained;

(iv) Advise on procurement purchase of software and hardware;

(v) Establish and Coordinate use of electronic mail communication on LAN and WAN; and

(vi) Carryout studies, propose areas and design systems of using ICT as an instrument to improve service delivery to the whole Ministry

This Unit will be led by a Head equivalent to Principal ICT Officer.

Objective

To prevent and combat trafficking in persons in the United Republic of Tanzania by coordinating state and non-state actors towards prevention, protection of victims of human trafficking and prosecution of perpetrators in accordance with the Anti-trafficking in Persons Act, No. 6/2008.

Functions

This Division will perform the following functions: -

(i) To advice the National Anti-trafficking in Persons Committee on matters relating to the general administration of the Anti-trafficking in Persons Act;

(ii) To supervise the implementation of the Anti-trafficking in Persons Act, No. 6/2008 and coordinate activities of MDAs and NGOs on matters relating to combating trafficking in persons;

(iii) To take measures to prevent and combat trafficking in persons, including conducting joint operations with law enforcement agencies to arrest perpetrators and disrupt trafficking routes;

(iv) To protect and promote rehabilitation and reintegration of victims of trafficking in persons;

(v) To develop policies, strategies, and guidelines for the prevention and eradication of trafficking in persons;

(vi) To manage the operation of the Anti-Trafficking Fund;

(vii) To keep abreast with international and regional developments and standards in prevention and combating trafficking in persons including best practices; and

(viii) To ensure the implementation of all bilateral and multilateral agreements and conventions on trafficking in persons adopted by the United Republic of Tanzania.

The Secretariat will be led by the Secretary and will comprise one (1) Section and Zanzibar Anti-trafficking in Persons Office as follows: -

(i) Prevention and Victims Protection Section; and

(ii) Zanzibar Anti-trafficking in Persons Office.

Objective

To provide financial management and bookkeeping services for the Ministry.

Functions

This Division will perform the following functions: -

(i) Prepare all payments;

(ii) Prepare pension papers; and

(iii)Maintain pension records.

(iv) Submit voucher list to the Treasury;

(v) Collect all cheques from Treasury;

(vi) Bank cash and cheques;

(vii) (iv) Pay cash/cheques to employees/customers (service provider); and Batch paid vouchers. .

(viii) Collect all revenues.

(ix) Manage the revenue according to regulations and guidelines;

(x) Collect annual rent and application fees and other impositions; and Supervise the collection of revenues.

(xi) Ensure adherence to the relevant acts, regulations, circulars etc

(xii) Ensure proper documentation to support vouchers, including authorization according to regulations;

(xiii) Reply all Audit queries raised by internal and external audit; and

(xiv) Monitor expenditure.

(xiv) Maintain cashbooks; .

(xiv) Effect payments;

(xiv) Produce monthly and quarterly reports; and

(xiv) Produce monthly flash reports.

The Unit will be led by the Chief Accountant

Objective

To provide advisory services to the Accounting Officer in the proper management of resources

Functions

This Division will perform the following functions: -

(i) Review and report on proper control over the receipt, custody and utilization of all financial resources of the Ministry;

(ii) Review and report on conformity with financial and operational procedures laid down in any legislation or any regulations or instructions for control over the expenditure of the Ministry;

(iii) Review and report on the correct classification and allocation of revenue and expenditure accounts;

(iv) Develop audit procedures to facilitate compliance with international standards annually;

(v) Review and report on the reliability and integrity of financial and operation data and prepare financial statements and other reports;

(vi) Review and report on the systems in place used to safeguard assets, and verify existence of such assets;

(vii) Review and report on operations or programs to ascertain whether results are consistent with established objectives and goals;

(viii) Review and report on the reactions by the management to internal audit reports, and assist management in the implementation of recommendations made by reports and follow-up on the implementation of recommendations made by the Controller and Auditor General;

(ix) Review and report on the adequacy of controls built into computerized systems in place in the Ministry;

(x) Prepare and implement Strategic Audit Plans; and

(xi) Conduct performance audits on appraisal of development projects. The Unit will be led by the Chief Internal Auditor.

Objective

To receive and process complaints concerning work of Police, Prisons, Immigration, Fire and Rescue, institutions under the Ministry of Home Affairs and Private Security.

Functions

This Division will perform the following functions: -

(i) Receive and process public complaints concerning work of Police, Prisons, Immigration, Fire and Rescue Force and such other organs given public safety and security functions such as Private Security and Investigation Companies;

(ii) Deal with complaints from the Police, Prisons, Immigration, Fire and Rescue and such other Organs under the Ministry of Home Affairs;

(iii) Carry out ad-hoc inquiries on specific incidents of misconduct of the organs within the Ministry of Home Affairs and private security sector;

(iv) Monitor implementation of departmental responses to problems exposed by other Government bodies such as PCCB, TISS, Human Rights and Good Governance Commission, etc; and

(v) Prepare reports on responses to stakeholders’ complaints. This Unit will be led by the Director

Objective

To provide to the Ministry expertise and services in information, education, communication and dialogue with public and media.

Functions

This Division will perform the following functions: -

(i) Produce and disseminate documents such as brochures, articles, newsletters etc to inform the public on policies, programs, activities and reforms undertaken by the Ministry;

(ii) Coordinate press briefings for the Ministry;

(iii) Promote Ministerial activities, programs and policies;

(iv) Coordinate preparation of sectoral and Ministerial papers for workshops and conferences;

(v) Coordinate preparation and production of Ministerial articles and newspapers;

vi) Coordinate preparation and production of Ministerial articles and newspapers;

(vii) Advise Divisions and Units on the production of various documents;

This Unit will be led by a Head equivalent to Principal Information Officer.

Objective

To manage the implementation of non-custodial sentences operated in the Ministry of Home Affairs in all regions of Tanzania mainland under The Probation of Offenders Act (Cap.247 R.E 2002), Community Service Act No.6/2002, and The Extra Mural Penal Employment Regulation 1968 (EML) and Parole Boards Act No. 25/1994.

Functions

This Division will perform the following functions: -

(i) To monitor and supervise Probationers;

(ii) To monitor and supervise Community Service Programs;

(iii) To monitor and supervise Parolees as part of aftercare services

(iv) To monitor and supervise Prisoners under the Extra Mural and Penal Employment Scheme; and

(v) To build capacity of LGAs in the management and implementation of probation and community service.

The Division will be led by the Director and will comprise two (2) Sections, Regional Offices and District Offices as follows: -

a) Probation Services Section;

b) After Care Services Section

c) Regional Offices; and

d) District Offices.

Objective

To manage refugees’ affairs in the Country in accordance with the Refugee Act of 1998 and the National Refugee Policy of 2003.

Functions

This Division will perform the following functions: -

(i) To initiate, review, monitor and evaluate the implementation of policies and legislations regarding Refugee Services;

(ii) To receive, allocate and manage refugees to various camps

(iii) To manage refugee’s affairs in refugee designated areas and elsewhere in the Country; and

(iv) To repatriate refugees to their Countries of origin;

This Division will be led by the Director and will have four (4) Sections and Zone Office - Kigoma as follows: -

(i) Security and Operations Section;

(ii) Legal and Protection Section;

(iii) Camps and Settlements Management Section;

(iv) Programs and Projects Management Section;

(v) Urban Refugees and Asylum Seekers Management Section (URAM); and

(vi) Zone Office - Kigoma.;
